American Legislative Exchange Council– In 1973, a small group of state legislators and conservative policy advocates met in Chicago to create a nonpartisan membership association for conservative state lawmakers who shared a common belief in limited government, free markets, federalism, and individual liberty.

Buckeye Institute– The Buckeye Institute for Public Policy Solutions is a nonpartisan research and educational institute devoted to individual liberty, economic freedom, personal responsibility and limited government in Ohio.

Cascade Policy Institute– Founded in 1991, the Cascade Policy Institute is a nonpartisan public policy research and educational organization that focuses on state and local issues in Oregon.

Commonwealth Foundation– The Commonwealth Foundation is an independent research and educational institute based in Harrisburg, Pennsylvania.  It develops and advances public policies based on the principles of limited constitutional government, economic freedom, and personal responsibility.

Empire Center for New York State Policy– The Empire Center for New York State Policy, created in 2005, is a project of the Manhattan Institute for Policy Research. Based in Albany, the Center promotes freedom, opportunity and enterprise in the New York.

Ethan Allen Institute– By emphasizing the fundamentals of a free society, including individual liberty, private property, competitive free enterprise, limited government, strong local communities, personal responsibility, and expanded opportunity for citizens, the Institute seeks to influence public policy in Vermont.

Evergreen Freedom Foundation– The Olympia, Washington-based organization seeks to advance individual liberty, free enterprise and limited, accountable government with public policy research in the core areas of budget & tax policy, labor, welfare reform, health care, education, citizenship, and governance issues.

Georgia Public Policy Foundation – Founded in 1991, the Georgia Public Policy Foundation conducts research and analysis of state public policy issues and works to educate citizens, policymakers and the media. The Foundation has a market-oriented approach based on economic freedom, limited government, personal responsibility, individual initiative, respect for private property and the rule of law. 

Goldwater Institute– The Goldwater Institute was founded in 1988 by a small group of entrepreneurial Arizonans with the blessing of Sen. Barry Goldwater.  Through research, education, and litigation, the Institute is dedicated to protecting and expanding economic freedom, constitutional liberty and educational opportunity.

Heartland Institute – The Heartland Institute is a national nonprofit research and education organization founded in Chicago in 1984 to develop and promote free-market solutions to social and economic problems.

Illinois Policy Institute– The Illinois Policy Institute is a nonpartisan research organization dedicated to supporting free market principles and liberty-based public policy initiatives for Illinois.

John Locke Foundation– In 1990, the Locke Foundation was created to work "for truth, for freedom, and for the future of North Carolina."  It is North Carolina's leading conservative think tank conducting research & analysis of public policy issues with a free market approach to solutions for taxing & spending, health care, property rights, individual liberty, labor issues, and governance.

Mackinac CenterThe Mackinac Center for Public Policy is a nonpartisan research and educational institute which provides analysis and solutions to state and local policy questions in the state of Michigan.

Maine Heritage Policy Center– The Maine Heritage Policy Center formulates and promotes conservative public policies through research and education. These policies are based on the principles of free enterprise, constitutional government, and individual freedom.

NC Justice Center – North Carolina's leading liberal think tank, the NC Justice Center seeks to eliminate poverty by providing analysis and solutions on state budget issues, health care, legal assistance, immigration issues, education, and consumer action.

Pacific Research Institute – Based in San Francisco, the Pacific Research Institute was founded in 1979 to champion freedom, opportunity, and personal responsibility for all individuals by advancing free-market policy solutions.

Pioneer Institute– Massachusetts is home to the Pioneer Institute, a conservative think tank and public policy advocate that produces research almost exclusively through outside experts.

Show-Me Institute– With offices in Saint Louis and Columbia, the Show Me Institute's goal is to promote liberty with responsibility by addressing public policy issues with market-based solutions in Missouri.

State Policy Network– Founded in 1992, the State Policy Network is a service organization representing the free market, state-focused think-tank community.

Tennessee Center for Policy Research– The Tennessee Center for Policy Research is an independent, nonprofit and nonpartisan research and educational institute that provides free market policy solutions to public policy issues in Tennessee.

Texas Public Policy Foundation– This organization is guided by the core principles of individual liberty, personal responsibility, private property rights, free markets and limited government in Texas.

Washington Policy Center– Based in Seattle, the Washington Policy Center provides research for policymakers, the media and the general public.
